WSP USA, formerly WSP | Parsons Brinckerhoff, has named Keith Powley senior engineering manager and rail transportation construction program manager, based in Charlotte, N.C. Powley will be responsible for managing high-profile rail transportation infrastructure programs throughout the region.
Powley joins WSP USA with more than three decades of experience in design and construction management. Previously, he was design manager on light rail, commuter rail and freight rail improvement and expansion projects and provided construction management services on a range of infrastructure improvements.
Prior to that, he served as way, power and signal superintendent at California’s Santa Clara Valley Transportation Authority, where he wrote the agency’s track maintenance and safety standards manual.
Powley earned a bachelor’s degree in civil engineering and is a certified construction project manager.
He serves as director of the passenger and transit group with the American Railway Engineering and Maintenance-of-Way Association and on the standards of practice committee with the Construction Management Association of America. In addition, he is a member of the American Society of Civil Engineers.
